The Research Ethics Committee - CEP is an advisory, deliberative, educational, and autonomous collegiate body of the Altino Ventura Foundation, which issues opinions on research protocols, and is affiliated with the National Research Ethics Commission - CONEP. The committee aims to monitor research involving human beings, preserving ethical aspects primarily in defense of the research subjects' integrity and dignity, individually or collectively, taking into account the moral pluralism of Brazilian society.
The Committee was created on May 7, 2000, according to FAV's Official Letter No. 015/2000 - FAV, and has been approved by the Brazilian National Research Ethics Commission (CONEP).


The Committee’s office is on the 1st floor of the Board of Director's building, which ensures adequate means for its operation. The Committee's Coordinator is Dr. Vasco Bravo Filho, and the Vice-coordinator is Dr. Edilana Sá Ribeiro.
FAV's Research Ethics Committee comprises a multiprofessional and transdisciplinary collegiate, formed by 11 reporting members, a secretary, and an advisor. When necessary, it can also use “ad hoc” consultants and members to issue technical opinions on specific research projects - multi and transdisciplinary. The Committee’s plenary members are responsible for accepting or not the “ad hoc” consultant opinion. FAV's Research Ethics Committee can receive up to 20 (twenty) research protocols from FAV professionals, from other institutions or forwarded by CONEP every month.


These protocols are reported at monthly meetings that usually take place on the first Thursday of each month. Ordinary meetings always have the presence of the coordinator or vice-coordinator plus the simple majority of the group. When evaluating projects, the Committee always checks the methodological and scientific standards, aiming to guarantee the well-being of the individuals and populations involved in the research. After such analysis, the opinion is issued based on the project and under the Resolutions, Regulations, and Circular Letters issued by CONEP. How can I submit a research project to FAV?
After methodological analysis and approval of the research project by the scientific coordination, the student must submit it to an ethical analysis by FAV’s Research Ethics Committee through the website of “Plataforma Brasil” (http://aplicacao.saude.gov.br/platformabrasil/login.jsf).
 

 


How many copies of the project must be sent to the Research Ethics Committee?
The submission of projects to the Research Ethics Committee - CEP must be done electronically at “Plataforma Brasil” web address.
 

 


How do fill out the Cover Page?
You must fill it out at the electronic submission form, which can be found at "Plataforma Brasil."
 

 


How many copies of the Cover Page should I print?
The researcher must print only one copy of the cover page (page 5 of the submission form), collect the necessary signatures and stamps and then scan and attach it to the submission form at "Plataforma Brasil."
 

 


Where should I sign the Cover Page?
There are two fields for signatures on the cover page: the first field: “Commitment Confirmation”, must be signed by the researcher in charge of the research project;

The second: “Commitment Confirmation”, must contain the signature of the researcher responsible for the area of the research project (collected data).
 

 


Who can sign the Cover Page?
The Cover Page is a document that must be signed by the Scientist in charge of the research and by the area manager (Medical Officer or his/her deputy)
 

 


How many days in advance of the Research Ethics Committee meeting should the project be submitted to “Plataforma Brasil?”
The project must be submitted to Plataforma Brasil at least 20 days in advance of the Research Ethics Committee meeting (check schedule of meetings at FAV’s Research Ethics Committee Office).
 

 

How can I send project amendments to the Committee?
Amendments must be sent to the Committee using the icon “Emenda” on “Plataforma Brasil”, within the original project.
All amendment submissions must be accompanied by a justification (i.e.: If the researcher changes, you must send us the amendment with a reason for the change.)

 

 


In how much time the Committee must issue an Opinion on the analysis of the project?
The Committee shall issue an Opinion within thirty (30) days.
 

 


How much time does the researcher have to answer an Opinion with pending issues?
The researcher has 30 days (thirty days) to respond an Opinion with pending issues. If this deadline is not met, the project will be automatically canceled.
 

 


Research projects involving data collection from databases or medical records need to be evaluated by the Committee?
Yes. According to Resolution 466/2012, research is any project that, individually or collectively, involves human beings, including the handling of information or materials.
 

 


Research projects involving data collection from databases or medical records require Informed Consent Forms?
Research projects with data collection from medical records and databases do not require Informed Consent Forms. In this case, add the consent of the person responsible for the medical records or the database.
 

 


How can I attach the Informed Consents?
Fill out the Consent Forms, collect the signatures and enter these files in the submission form's respective field.
 

 


Do case reports need to be submitted to Ethics Committee analysis?
Yes, they do.
 

 


Are there any collective holiday periods at FAV and the Ethics Committee?
Yes. The collective holiday period always occurs in January. If there is a change, it will be immediately informed to the relevant sectors.
